Served as an AEGIS Analyst prior to the Moore Administration, abilities allowed him to predict the effect the Moore Act would cause. He attempted to expose Moore’s criminal connections, as such he was swept under the carpet. He escaped a maximum security prison, when he was re-captured he served the remainder of his sentence in Blackgate prison.
In 2004 Novak organizes a riot that coincides with an attack on both Blackrock & Stronghold. Escaping, he organizes select metahumans into an underground network. He believes that the Moore Act was simply the opening shot in a war between the baselines and the metahumans.
As such he has worked tirelessly to create a network that supports metahumans, helping them hide from the authorities, he also actively works against AEGIS, and other governmental agencies that he feels are working towards a greater program of control and manipulation.
He seeks to educate the metahumans of the world, and does so in secret, his organization seperated into an underground cell structure.
